Richard Chase was a very sick offender no matter what you hold up to compare his crimes to. I also believe because of the timing of his heinous crimes it kept one particular Detective that could have been used to track EAR down. Detective Irey was one of two investigators who actually apprehended Chase at his apartment. Detective Irey had to see that terrible crime scene and he would be tied up in that case for quite some time which did not left time for being on the EAR task force.
