Nearly 30 years after the first attack, the alleged “NorCal Rapist” appeared in a Sacramento courtroom Monday.
Roy Waller, 60, is now facing 45 counts tied to nine victims across six Northern California counties from the Bay Area to Sacramento. He was reportedly linked to the crimes through his DNA and genealogy websites, leading to his arrest in 2018.
In January, Waller pled not guilty to dozens of felony charges. Judge Burger-Plavan then ruled there was enough evidence presenting in the preliminary hearing to proceed with a trial.
Waller’s accusers say he broke into homes late at night or forced victims to withdraw money from ATMs. They say he then bound them and assaulted them repeatedly.
Authorities used DNA and genealogy websites to identify Waller, who was arrested in September at the University of California in Berkeley, where he worked for 25 years as a safety specialist in the office of environment, health, and safety.
The first complaint against Waller involved two victims in Sacramento County in 2006. They are thought to be his last known victims.

Look forward to that! It sucks no cameras in court feel like the public is getting cheated. I can see protecting victims they could blur faces or some thing.

That Waller is a strange duck. Waller would call his victims up after an attack and act like it was a bad date or something so very strange. I read he is still claiming innocence even after being convicted is that true?

Sacramento police came to him 13 years ago when he and his then-girlfriend were questioned by two officers.
On Feb. 11, 2007, officers questioned Waller and his girlfriend, Olga Coy, who lived in Fairfield and was the owner of a white Toyota 4Runner. At the time, investigators were scrutinizing thousands of owners of 4Runners because that type of vehicle had been spotted at the scene of the last NorCal Rapist attack in Natomas in October 2006. More than 100 men had been questioned and been swabbed for DNA samples, with all of them excluded as a suspect.
But Sacramento police did not swab Waller at the time because they determined he did not appear to be the right age as the suspect and did not match a composite drawing, defense attorney Joe Farina said in his opening statement. Instead, they filled out a one-page questionnaire and left without obtaining a DNA sample or taking a photo of the Toyota.
The excuses are not acceptable and would have put an end to this case 13 years ago if the investigator had done his job.

Waller tried to take the easy way out he was wearing a hooded sweatshirt at the time of his arrest, later was seen on video trying to hang himself three times by tying the hoodie string around his neck and trying to latch it onto a door hinge.

This case shows how investigators pre-conceived thought process in this case the age of the POI stopped him from being ID'd. The guy came across as "a good guy" and no DNA swab was taken. My point of view on this is I did everything I was assigned and did a neat and thorough job and I was counting on fellow LE officers to do the same and it was not the case. The person at fault knows what they did not do and I hope feels the pain from the victims had the family DNA not been used he would have got away again.

Waller’s storage lockers after his arrest turned up a large plastic bag that contained 20 pairs of women’s panties, including one brown thong with pink lace that matched underwear taken from a Sacramento victim. It also had his rape kit zip ties, masks, duct tape, handcuffs, and condoms, Why would Waller still have his rape kit if he had indeed stopped?
Waller has more victims he would threaten victims telling them he would give details to their family members and warn them not to call Police. I believe there are victims who he threatened that never told anyone for fear of having to re-live the assault and he played on those fears.

Sac PD had the best lead ever the white Toyota 4runner used in the Natomas attacks and even when they meet Waller he was able to charm his way clear of a swab. This is a great example of the Sociopath behavior traits and how he was able to avoid detection further. We know now Waller was not even freaked out or worried enough to get rid of his trophies he had collected from victims and even kept his rape kit.

LE gave up too soon on this offender there is a history that needs to be checked in regards to what crimes did Waller commit prior to the rape series? What do we not know about him? There have to be crimes that lay unsolved or worse someone else may have been convicted that were Waller's build-up to rape. We all know a rapist does not just make the move to assaulted there is always a build-up in the way of peeping then a progression to burglary when people are not home to full-on sexual assault. The build-up could be days to months to years depending on the offender but either way, there is a progression as the offender needs more to satisfy the drive.

Waller was a collector of women's underwear and I can tell you he had more items than just the known victims. The thought process is he was most likely taking panties from burglaries he was committing before and during the known victims. He was known to attempt to discourage his victims from reporting their sexual assault in different manners and that makes me believe there are more victims. Waller was known to go to great lengths in order to lay in wait for his victims to return home. Waller spent a lot of time inside the victim's homes prior to assaulting them I personally believe he also made multiple visits to victims' homes before he decided to assault them. Waller did not just happen along and discover a victim by chance he was hunting them.

The first two victims of Waller were white but after that, he targeted women of Asian descent. The Norcal series had a gap or cooling-off period between the Davis attack in 2000 and then the Natomas double victim rape in 2006. The gap is thought to exist but I am not convinced and believe there are unreported or more likely reported to police but not connected.
Waller was unique in that he centers the attack around the idea the victim is willing to participate and acts as if they are in a relationship. There is strong evidence he watches the victims for quite some time including matching while they watch TV and other normal household things.

Waller in 1996 wore a skeleton mask on Halloween night and gained entry by appearing as a trick or treater. He called here less than 3 weeks later to apologize. There was another interesting incident in 1996 in Woodland where Waller tied the woman up but did not rape her.

I had heard he acted like they were dating and had an argument instead of the reality he was sexually attacking them. Talk about a guy living in a fantasy world.

This case is a great illustration of what happens when an investigator is fooled by the suspect. The investigation decided Waller seemed okay or just didn't set off any alarms in the investigator's head. I am referring to the point when Waller was questioned by Sac PD as an owner of the Toyota 4runner seen in the last Natomas attack. How many other suspects get interviewed by LE only to be dismissed for whatever reason in other cases. There is a way to solve this with a system that does not let a single investigator ruling out a POI to be the end of that lead.
