Joseph Melvin Maggard "The jogger rapist"

Joseph Melvin Maggard was convicted of at least 4 rapes in February 1981 to 49 years for rapes in the Larchmont area just outside the Rancho area for those not from the area. Maggard had 18 counts that were not charged by the DA because he pled guilty but I have seen the reports they would have most likely got a conviction had the DA done their job. He is out in the world already and is a registered sex offender living in Sacramento on Excelsior Rd. although he does live less than 3 miles from 4 different schools now. His MO does not suggest him to be a child molester one of those schools is a high school which would fit his victimology. He was the jogger rapist and was 33 at the time of his conviction. This particular crime series was not his first and I am certain there is evidence supporting crimes after he was released from prison.


I have been working cases that I believe Maggard committed and am working for LE to open a case or two.
