He struck first in Rohnert Park. Then in February 1992 he raped a woman in Vallejo. In 1996 he dramatically raped a woman in Martinez on Halloween. Then he tied up but did not finally rape a victim in Woodland. In 1997 two women in Davis (January). Then another in Chico (July). In July 2000 he returned to Davis and raped another woman. Then he waited 6 years and raped two women in North Natomas area of Sacramento (October). He never struck in Spring. Police are puzzled by the apparent six-year gap between a rape in Davis in 2000 and last double rape in Sacramento.
Serial rapists sometimes halt their assaults for a period of years because they fear discovery or because their personal circumstances change so they don't feel the urge, said Jack Levin, director of the Brudnick Center on Violence and Conflict at Northeastern University in Boston. The Northern California rapist, he said, psychologically tortures his victims.
"He tells them he stalks them; he makes phone calls to them later. He's saying, 'I'm watching,'" said Levin, who is not involved in the investigation. "He terrifies his victims so they think, 'Hey, he may come back." "You can speculate forever on that," said Smith, the Davis police sergeant. "Was he in custody? That doesn't seem likely because we'd have his DNA. Was he out of state? Was he inactive? Or were there more attacks ... and we just don't know about them? During his attacks, the man has threatened his victims with a knife or a gun and often wears disguises.
After raping two women in Davis in 1997, he was photographed wearing a clear, form-fitting hockey mask while using one of the victim's debit cards at a Woodland ATM He studied his victims for days, perhaps weeks, learning their names, their addresses, their habits. He found when the women would be vulnerable, then attacked them in their homes.
During the assaults, some lasting hours, he covered their eyes and mouth with duct tape, bound their hands and ankles, and talked to them in an easy, conversational tone.
"The words are the same, the duct tape is the same," Davis Police Sgt. Scott Smith .
Investigators now believe at least nine such rapes and one attempted rape over the past 15 years in Northern California are linked to one man. He struck again last month by raping two women in Sacramento.
In his latest attack, Oct. 13,2006, he spent six hours raping two women, ages 24 and 28, in their home in Sacramento's North Natomas neighborhood, Sacramento Police Detective Paul Schindler said.
One of the victims walked past his vehicle while it was parked in her garage, after he already had broken into the house and assaulted her roommate. A neighbor's security camera caught the same vehicle as it drove by. Police described it as a 2001 or 2002 white Toyota 4-Runner with silver molding, a moon roof and roof rack.
The victims were able to give police their first recent description of the rapist.
He has put on 30 to 40 pounds since his attacks began years ago and developed a noticeable pot belly as he has aged. He is described as white, 37 to 40 years old, 200 to 250 pounds and five foot-eight to six feet tall.

I do have very specific information on the Norcal Rapist I worked this case and was very frustrated I was unable to solve it before retirement. He was never on the radar at all at my agency anyway and not on any other agency prior to the DNA connection.

I am very interested in him and I believe he had more attacks in the form of during the known series dates and he has to have committed sexual crimes before the first known attack. Those type of guys always starts out as peepers moving on to burglars and then home invaders before going straight to rape.

A few years back I interviewed a Davis Police Officer, he had transported the Davis victim in 2000 attack to the hospital. He was shaken from his interaction with the victim, the Norcal Rapist had left his mark on this victim,it was clear to him that the inside damage was far greater. The Officer stated the victim cried and told her story of the encounter with this POS as they drove to the Med Center, all the while the victim was trying to pick the sticky duct tape residual from her wrist, she was only able to roll the adhesive in small round balls on her skin and then pick them off in tiny little pieces. The Norcal Rapist had used duct tape bind her and it proved very difficult to remove the left over glue once the tape itself was taken off for evidence. This particular rapist was delusional and acted as if he was on a date rather then forcing a women to engage in unwanted sexual behavior, he would speak to the victims in a taunting way, telling them how long he had been watching them and waiting for them. This victim felt as if he had been watching her for an extended period and seemed to know quite a bit about her and where she worked. As you can imagine she was very upset and was concerned as to how she was going to ever get back to a normal life again. This stuck with the Officer through his career and had a profound impact on his life as well.
What this victim did not know at the time is he was known to call his victims after the attack and either taunt them or apologize to them in an insincere manner, according to the phone recipients. He would tell the victims he was sorry for using their ATM cards to withdrawal money from their accounts as well. Sometimes he called the victims at work, indicting he had stalked them thoroughly before selecting them as a victim.

Norcal Rapist was smart enough to use Halloween night as a means to attack a victim. After all, everyone will answer the door tonight. The Norcal Rapist was very similar to EAR and I believe it was him studying JJD attack scenarios and having an escape plan but they were different because of Mr. Waller's (Norcal Rapist Suspect) apparent remorse. Waller is a sociopath and builds up to an attack planning and selecting a victim much like EAR but he feels bad after the attack and feels like he must reach out to the victim and explain his actions during the attack.

Wasn't Waller convicted of some kind of sexual assault many years ago? I seem to remember reading that somewhere...
Waller seems to have been the typical '20 year offender' like EAR, BTK and the Grim Sleeper: never suspected, fairly well paid professional career, long gaps in crimes, seemingly law abiding, still living in the area at the time of arrest.
The London Nightstalker was similar - although I believe he had a criminal record for burglary. He was suspected, but was 'cleared' after police took a dna sample from a different man with the same name.
I wonder if Waller was responsible for sexual burglaries or sexual assaults as a younger man.
Like JJD and Fred Coe, he seems to have started his known offences when already in his 30s.
Despite Waller's obvious planning, I personally find this difficult to believe. We know that the likes of Coe and Grant (and in all likelihood JJD) were perving and hot prowling as much younger men.

Or, maybe he just gets off playing the part of a remorseful rapist and getting a reaction from his victim when he does so. I could believe a little of both as well - that is, maybe sociopaths have a vestige of a conscience that peeks through occasionally. |

There has been some action in the last few weeks in regards to pre-Norcal rapist series activities. I do not believe Waller started on that first known attack he was too well prepared and LE is missing the pieces to his escalation. The lower-level activities such as prowling/stalking peeping and sexually motivated burglaries are missing.

I have been looking more into him. I know he had more attacks and he had to have been a peeper and a sexual burglar as well. I remember the Davis victim very well and she even though he had been doing this for a very long time. I think there is the peeping and prowling and entering homes but there is also a date rape element to his MO that must have been present in his teens.
